Will a wood surface finished with mineral oil (such as a butcher block) remain oily to the touch?

Or will the oil eventually soak in or dry? If it will remain oily between oiling, and the surface is not needed for food prep, what is a standard way to finish the oiled wood to preserve the look but make it more general purpose? Polyurethane?
